Surplus managers dismissed during internships at the IC are not entitled to priority consideration for their reintegration into the core public administration. Canada`s Exchange Policy confirms that an employee on IC assignment remains in contact with their home organization in the federal public service and must return to their home organization at the end of the assignment. It states that all terms and conditions of employment will continue to apply. «At the end of the exchange assignment, (the Participant) returns to a position with (the Sponsoring Organization) at a rate of pay that is not less than (his) current salary plus any increase to which he/she may be entitled during the assignment under the (Sponsoring Organization`s) salary system, unless other agreements have been entered into between (Participant) and (Sponsoring Organization). Participants in the exchange engagement will continue to be subject to the performance management regime applicable in their home organization. An order or detachment is designed as a temporary resource option with a specific period of time for an employee to move laterally to temporarily perform tasks in another organizational unit or department. The duration of the assignment or secondment may be extended (or shortened) with the consent of all parties.

However, contracts or secondments should not be renewed on an ongoing basis. In accordance with section E.2.2.3.2.1 of the Directive on The Terms and Conditions of Employment of Executives, surplus managers must agree in writing to resign on the date of dismissal from their basic employment in the public administration prior to the commencement of Interchange Canada`s activity and are entitled only to their severance pay and the payment of unused accumulated vacation credits. Interchange Canada is a mobility mechanism between the core public administration and other organizations in the private, public and not-for-profit sectors in Canada and abroad. By taking on temporary assignments, employees continue to develop professionally, while participating organizations benefit from new knowledge, skills and approaches. Organizations can use the program for job enrichment, talent management, or skills sharing. A sole proprietorship is not considered a corporation and therefore cannot enter into an agreement under Interchange Canada. Detachments and assignments are both temporary lateral movements of an employee to perform the duties of an existing position or to undertake a special project. However, while the assignment takes place in another (interdepartmental) department, the assignment takes place within one department or agency (interdepartmental). In both cases, the employee retains their content position in the original department/agency or organization and is paid by the original department/agency or organization. Who is responsible for the costs associated with IC orders? During deployment, Interchange Canada participants remain employees of their home organization at the content group level. Section 4.2.20 of the Interchange Canada Directive states: «Participants shall not receive any additional compensation from the host organization during deployment.» This includes a drama payout or bonus. This Directive shall be considered as part of the collective agreements between the parties to the National Joint Council and shall allow workers easy access to this Directive. Participants may not be in a conflict of interest due to the engagement in accordance with the Values and Ethics Code for the Public Sector, the Conflict of Interest and Post-Employment Directive and organizational codes of conduct. Opportunities for EI assignments are shared with members to express interest when opportunities arise.

An assignment may not result in the payment to the assigned employee of a salary higher than that received in his or her important position. This appointment would be considered provisional under the Public Service Employment Act. As with the tasks, secondments for career development purposes may be requested in order to acquire extensive knowledge and experience and to build capacity in the basic public administration. Assignments and postings are temporary transfers of the worker who continues to hold his material position and who fulfils the conditions attached to his material position. An assignment, on the other hand, is a permanent shift, a transfer from one material position to another material position, which can result in a change in the conditions associated with the new position. .
